Hurricane season started last Saturday, June 1, 2024 and AccuWeather
is forecasting 20 to 25 named storms, four to seven of which could
intensify into major hurricanes this year. “The coastline along Texas,
the Florida Panhandle, South Florida, and the Carolinas face heightened
risk of direct impacts,” predicts the firm in its 2024 U.S. Hurricane Forecast.
The Insurance Institute for Business & Home Safety,
a research and educational organization for the industry, would like to
see your home come through any storms crashing into it this season
structurally intact and ideally undamaged. If your home has already been
“Fortified,” it probably will.
The IBHS’ three Fortified Programs
were developed to make homes more resilient against storm damage. The
good news is that while they are proving to add considerable resilience
to homes in the hurricane belt, they’re also providing insurance policy
discounts and resale value to Fortified homeowners.
Property Manager’s Perspective
Brian Bosscher, owner and founder of Condo Control
serving property management clients in the hurricane-prone Coastal
Carolina region, first became aware of the Fortified program five years
ago, he says. He’s aware of at least 150 homes in his territory with
this protection and says the number is increasing as homeowners and
builders recognize its benefits. “I have observed that Fortified homes
tend to fare much better during hurricanes compared to non-certified
homes,” he notes. “They often sustain significantly less damage, which
underscores the effectiveness of the program's standards in real world
conditions.”
Clients
like the increased security and long-term financial advantages,
including lower premiums and reduced storm maintenance costs, Bosscher
adds. “When discussing the benefits of the program with clients, I
emphasize the enhanced resilience and protection these certifications
offer against severe weather, particularly hurricanes. Additionally, I
point out that such homes often have a higher resale value due to their
robust construction standards.” Fortified can also reinforce the common
area buildings his clients maintain – and their homeowners enjoy – thus
protecting the value and comfort for the community overall.
Insurance Agent’s Perspective
Mobile, Alabama-based independent insurance agent Carl Schneider
sells homeowner coverage along the hurricane-prone Gulf Coast. His
market is the leader in Fortified home construction and renovation, he
says, with more than 50,000 certified homes. State regulations mandate
that insurance carriers provide benchmarked discounts to consumers to
strengthen their homes, he shares. “The discounts apply to homes built
to the International Residential Code, 2006 version or higher, Fortified
Roof, Silver and Gold.”
Discounts
vary based on age of roof and level of program, Schneider comments, and
are only required to apply to the wind portion of the policy. These
range from a low of 15% to a high of 65% and are mandatory for admitted
carriers only, he cautions. “However,” he adds, “we have educated the
specialty non-admitted carriers and receive discounts and underwriting
preferences for Fortified Designated homes.” He attributes the latter to
educating the carriers to the program’s features.
“Since
2015, most new construction has been built to the Fortified Gold
Standard. And most homes needing new roofs are re-roofed to the
Fortified Roofing designation,” Schneider says. Looking at the
percentage of homes in his territory with Fortified designations today,
Schneider estimates, “Easily 95% of all new 2024 residential
construction and 80% of residential reroofs. The closer to the water the
more important the designation.”
The
insurance agent says he discusses the program with every current and
new client. If they need financial support to reinforce their homes, he
refers them to a state grant program. “Fortified is our agency
specialty. We believe in the program and promote heavily. Hurricane Sally in 2020
proved Fortified reduces damage.” Schneider also points out that many
underwriters are unwilling to write policies unless a home is Fortified.
He
says the program is expanding rapidly. “Large tract home builders and
custom home builders are actively building Fortified homes in the
Florida Panhandle and Coastal Mississippi. Louisiana and North Carolina
are quickly catching up. Two of the largest direct writers are now
offering wind coverage in select area of Florida, Mississippi and
Louisiana if the homes have a Gold designation.”
Engineer’s Perspective
In
order to get a Fortified certification for a new or remodeled home, the
work has to be verified by an evaluator. Professional engineer Vince LaCoste,
also in Mobile, has been one of those evaluators for 11 years. In that
time, he says, he has evaluated about 25,000 homes, mostly for builders
wanting to offer Fortified benefits to homebuyers.
“An
existing home, in order to qualify for any level of a Fortified
designation, would typically require a new roof placed in accordance
with the Fortified standards,” LaCoste explains. “After that, other
levels of Fortified may be achieved with the addition of opening
protection, bracing of gable ends, and confirming load path elements.”
Local building officials have embraced the Fortified standards, he says.
Along with the insurance discounts, he calls building Fortified “a
no-brainer.”
Forward Looking
There
are 26 states with Fortified homes, says IBHS spokesman Cliff Barros,
and a significant percentage have already found themselves in the path
of serious storms. “Category 5 Hurricane Michael and Category 4 Hurricane Ida
provided the most dramatic examples of the difference Fortified can
make. In each, Fortified homes were essentially undamaged while
neighbors’ were completely destroyed.”
Even
without the insurance savings, that’s enough to tout the benefits to
homebuyers. “In coastal Alabama and North Carolina, it is common for
real estate listings to detail Fortified designations, and builders
often describe the importance of resilient construction in their
outreach to customers,” Barros notes. If you’re looking to buy a new
home or improve the one you currently own for better safety and resale
value, this is one way to do it.
